Social insurance reduces vulnerability and poverty by pooling risks and stabilizing income across the life cycle, the impact of its effectiveness will depends on broad and inclusive coverage, sustainable system design, and the ability to extend protection to low-income and informal workers.

Cross-country evidence indicates that the effectiveness of social protection systems depends largely on how coverage is distributed across income groups. Imbalances in coverage across income groups indicate uneven distribution of social insurance benefits. In addition, strengthening coverage among lower-income groups is therefore critical is a key driver of sustained poverty reduction.

The growth of social insurance systems will depend not only on financial capacity but also on the ability to design more inclusive participation mechanisms. Expanding the participant base to include lower-income and informal workers is essential to broaden coverage and strengthen risk pooling. In this context, integration with national social registries, digital identification systems, and payment platforms becomes increasingly important to facilitate participant identification, enrollment, and contribution collection.
